The guy in the photo is Ed Covington who I believe was with General Electric for quite some time.  He's a flippin' wizard when it comes to the evolution and history of lighting.  His web site is a virtual encyclopedia.

I have corresponded with Ed Covington he sounds like a nice guy. I bought a useful book from him that he wrote himself with great detail about antique bulbs and it generally focuses on the era of lighting from the 1800s to 1925.

Really cool collection, his site also contains a very detailed read about the early history of fluorescent lighting.
