How would I know if the power company, or some type of lighting provider are going to change out the HPS streetlights to LED streetlights?

Any type of answer?

Call their customer service number and ask them if there are any plans to begin installing LEDs as spot replacements or if they have a full-scale retrofit planned. Or perhaps like my local utility, they have no plans to use LEDs unless municipalities specifically request it (and pay for it).

Sometimes they like to announce/brag about it in the newspaper. If the lights are municipally owned they might hint at a LED conversion in things like city staff reports, and council meeting minutes, usually available for viewing on the city's website.

When they changed over to LED from HPS in our street  it just happened, and when we were away on holiday as well so we didn't get a chance to snag one of the old fixtures.  :(
