I just read an article in a newspaper that the city of Brockton plans to buy new street lights.
Go here to read all about it! (http://www.lighting-gallery.net/gallery/displayimage.php?pos=-72633)

they're not buying new lights... they're basically paying a fee for NGrid to stop servicing them... BTW, NGrid is jsut ripping off Brockton anyways. the lights have no value besides scrap metal to them and 38,000 is a hell of a big price for scrap metal so. Seems like the chance of an LED change-over is greater though, as NGrid doesn't install LED fixtures. therefore you won't see LEDs until after the lights are bought by the city/town.

we have that happing here at work as well. we have had 5 towns here in western mass purchase there lights and we no longer maintain them.

It seems in the next 15-20 years the electric company will be out of the street light biz for the most part? I'd love to work for a private lighting service company that maintains the street lights for a municipal. :D Then again it's every street light nut's dream to work with street lights! ;D
