Here is a picture from wikipdia hebrew that displays most of the traffic light modes in Israel:

Red light: Don't cross the junction.
Red + Yellow lights: The traffic light is about to turn green, prepare for driving.
Green light: You can cross the junction (The green light flashes 3 times: Prepare for stopping [Exists in junctions that their average speed allowed is over 60 km/h or 37 mph]).
Orange light: The traffic light is about to turn red, free the junction.
Flashing orange light: The traffic light system is malfunctioning or not operating and you must drive according to the marks of the traffic signals.

Yes I have seen this in a video!

In Mexico, it goes

1. Red
2. Green
3. Flashing green
4. Yellow
5. Back to 1 which is red!

Oh one more thing...

flashing yellow/orange/amber lights can mean two things.....in the USA....one is proceed in caution (and usually on intersections its if there's very low traffic usually at night.

Flashing red means treat it like if it was a stop sign which means always stop at a flashing red and look both ways, then proceed if clear.

Usually when we have an intersection the flashing yellow is set on main road and the flashing red will be on the smaller or less traffic road on the above main road.

But sometimes if traffic light has problems it will do the flashing and police will direct the road....

Once I remember a problem with one of the traffic lights which the green STAYED on whole time while red and yellow were in normal operation (meaning red and green lit at same time but really red, then normal green, then yellow and green but really yellow and back to red and green....apparently the relay for the green light may have gotten stuck or something and police was involved here.

In the USA. the law is, if there is a police in the intersection controlling the traffic lights, IGNORE THE TRAFFIC LIGHT and OBEY the police!

@Jace: I guess such priority rule (1. police, 2. signals, 3. signs, 4. generic rules) is valid everywhere, what differ is the "generic rule":
Here (right side traffic EU) it is he "right-hand rule", what mean you may proceed only, if your path is clear of traffic going from your right side.
But i don't know, what is in left side traffic and in other areas...

I remember one intersection that had the pattern pictured above! With the yellow showing up just before the green. But it was 10 years ago, the intersection got the usual "green -> yellow -> red" pattern when they replaced the mechanical controller by a new electronic controller. The latter could work way better. I've seen one of those getting resetted, than going defective again 2 hours later!


And concerning the flashing yellow/red lights, Jace is right. I know a single type 4 way traffic light with two reds and two yellow! The two yellows are facing the biggest street, and the two reds face the smallest street. You must stop on the flashing red, and if you drive on the biggest street, the flashing yellow warns you there may be someone waiting to go on the other street.

There's also another single lens traffic light, but only ONE direction, with a yellow flashing light. It's on the top of a slope, so the light likely warns drivers to be careful when they're at the top.

The "get ready" yellow + red signal is quite common in central Europe (in the past it was the yellow alone after the red, but about 20years ago it was changed to red + yellow to avoid confusion with the yellow going before red).
It is quite useful with manual transmission, as you do not have to wait long with gear and deengaged clutch (to not have delay on green; the "get ready" get just enough time for shifting the gear and rev up to really quickly start at green), as keep the clutch pedal pressed wear the bearing...

The flashing yellow in Israel, means that the traffic lights system is defect, not operating at night, and drivers should drive with a caution, similar to the US.
