American Electric (Or Thomas and betts) 313 powerpad FCO.
These are pretty common in Colorado Springs, there are some Model 13 Power pads in drop lens and some of these, I think some hubbels I am not sure.

I am not sure the age on this but it looks old cause it has the older NEMA tag style.

I'd say early 90's since the 113 here have the same NEMA tag fonts and were isntalled in the early 90's.

Look's very AE shaped.....I have a pic of an OLDER AEs which I will post in a few min.....There are also some BRAND new AE 315 powerpads that was installed less than a month ago and hasn't been wired yet....I have pics too!

The T&B fronts of the top housing were a bit bulkier than the AE ones. Plus mike has a good point about the font. I believe T&B started the bolder font of the wattage labels.
