My "new" Zoo Med CH-30 Reptile heater & light fixture
This is the fixture I acquired yesterday (06-15-2014) not knowing what it was used for at the time I bought it 
I have to get the Fluorescent lamp for it as I don't have an F20T12 laying around (I really hope they are common and not a specialty lamp as this is a specialty fixture for reptiles)

Interesting light. I remember seeing some fluorescent grow lights that also had incandescent sockets. Anyway it looks like the ballast is a standard trigger start one so any F20T12 from the store should work in this.

Are the 2 bulbs in that double socket in series to provide more IR heat than light?

No the double socket is wired in parallel so both of the bulbs get the full line voltage
