Westinghouse Wallguard Ballast
This is the ballast inside the Wallguard.  Somehow it is capable of running 100 or 175 watt mercury lamps.  Being a CWA, I'd guess it would need a different capacitor for 100 watt lamps.

Is there a unused tap on the ballast for 100w lamps?

There was another member on this website who had a Westinghouse OV-15 with the same kind of ballast.
