Not an issue if you use insulated tools, which you always should be using when doing electrical work...

I didn't say I would actually do it, but I do agree with taking the PC out, at least then you could say you where solving a public safety issue.

The current would probably go to ground, as most ballasts are HX or CWA's, which have no isolation.

This has been replaced with a 65w CFL type blaster, in the same placed, waiting for the the next truck to smash it Cool

can you get a pic of the replacement? i'm curious as to what this set up SHOULD have looked like lol. I see where it was mounted from the holes in the building though...

it looks like the reason it's dayburning is because they spraypainted the building and they got the light a little bit and the PC too.
