That is old style light cycle. The first time I have seen red on both direction before going to green for approximately 2 seconds was 1973 when they erect traffic lights at the intersection of Wolf Rd and Kensington Rd, Mount Prospect, IL, USA. (The google map show how much expanded since two lane intersection as far as back as 1968 with stop sign as I remember).

Yeah, you can set a red clearance in most controllers today. The KS mechanical controller was available from the early 1940s till the mid 1950s.
