NE 42 neon lamp
These lamps are normally supplied (in the past) with an internal resistor, but NOT ALWAYS there is no voltage on the etch and that could be the clue. Used on 120v the lamp would blow and the envelope could smash use 2.2k in series 5W size should be ok.

Couldn't you use a small incandescent lamp (Let's say 15w) in series, especially on 240v, as the "Ballast"?

It needs higher resistor to compensate the voltage drop accordingly. Incandescent light bulb has lower resistance than the carbon resistor.
