1A 20V Ballast resistor
This is a very old pip top baretter or ballast, its use to control the current in a circuit and was used in early radios, these would be in series with the heater chain. These are hydrogen filled and metal filament.

I wondered the same...it probably glows dimly like the vacuum tube filaments it is in series with.

Very dim glow only.
