Wow you sure find a lot of Cooper OVXs. I've only seen one or two (except in Providence. There's a number of OVXs in Providence).

Is it 400W HPS like the ones in Providence? How many cobrahead lights do you have all together? I have a restored GE M-250A from Oct. 1967, a GE M-400 (new old stock) from March 1973, a restored Westinghouse OV-25 remote ballast light, and a Westinghouse OV-10IB. The last one is actually a clamshell, but has cobrahead-like characteristics. Both Westinghouse lights are from the 1950s, but i don't know the actual date since there are no labels in them to define the date code. What is the date code on your new old stock GE M-250R light?
