2013 Green DTL Photocell
Here's a DTL DSS124N-1.5-TJJE photocell. This is either a long-life PC or designed for LEDs or something. The silicon eye is black for whatever reason (internal IR filter?) and there's a blue LED pilot light that lights up. This one appears lightly used and was made on February 21, 2013.

I have one of these too. These are designed for LED, electronic HID, and Induction fixtures. The eye is designed to be "blind" to LED lighting. They have two MOV's inside as well. That LED inside is there to provide a visual signal that the fixture is powered and the photocontrol is operational.
