The top one has a 115 door.

Neither one works? If everything is wired and the lamp is good it's probably the ignitor that's bad.

By any chance did you get the 113 of eBay? If so that had a 480 volt ballast and won't work on your normal household voltage. You will need to get a 120 volt ballast.
