This is a pic of Allen St. in Buffalo during the mid 70-early 80s before these poles were replaced with 2X150 watt HPS posttops with two 4X150s at Main and Allen. Mostly Westinghouse OV25s, definitely MV, and all luminaires painted to match the poles.
If you look closely, the two poles on either side of the traffic signal (Allen @ Elmwood) are GE M400A1s. Also, note the black-on-white street sign (1960s vintage) and black on yellow NFT bus stop sign. Those particular signs were around for decades until replaced in the early 1980s.
