Hmm, usually the remote ballasted OV25 are like mine. Interesting find. Maybe the old light had problems so they just ordered a new housing.

yeah this probably replaced another remote ballast light and they ordered an empty housing...ironically right down the street from this one are some Actual OV-25 Remote ballasts,but in my area i observe most Silverliners and M400's to be Remote Ballast Remote PC,with a few having either internal ballast,internal pc or internal ballast,remote PC.
