Recessed Can Light with Philips T19 60w Bulb

This recessed light is located in one of my classrooms. I believe it is part of some emergency lighting system. It is likely an older fixture, the trim even has a black baffle! The bulb inside is the interesting part, it is a Philips 60-watt T19 incandescent bulb! The T19 bulbs are very rare and unique, so it is interesting to see one in a fixture at my school of all places! This particular bulb is soft white.
