Pinkish white 150W HPS, don't reaching bluish mercury during run-up

This is a pinkish white HPS lantern in my street, that lost majority of the sodium and mercury dominating in the discharge.
Despite its color, it don't runs up mercury color and initially reaches LPS color and than a white color before turning pinkish white.
Why this is happenings?
