Looks like an old elliptical floodlight. I see some gang has marked its territory by throwing these shoes up lol.

yeah its kind of a ghetto-ish run down area of the city.

Shovel light tend to be more like a shovel shaped, this one does look more elliptical, because it isn't as en longed and more flattened looking..

I have a very old flood light reflector, it is round...
