Nice pic, there's a small number of these here, both the drop lens and the FCO ones.

im not as fond of the FCO Type...but these are rarer than M-400's around here!

We have a lot of those in HPS for the State lighting department.....but for my local electrical company, they ONLY exist in 400 watt MV from what I've seen

tons here. 250w HPS FCO in Pawtucket, RI and 250w HPS drop lens elsewhere.

this one hasn't worked in years....i can't ever recall it being lit...maybe its disconnected?

It could be. But most utlities would put in an open cap rather than disconect the supply wire.
