As you can see here, in order to run a LED on 120v you need a 1N4007 protection diode in case if the circuit was put in the wrong way and prevents the LED from blowing up, and a 47k ohm (yellow, purple, orange) resistor to limit the current to the LED. But as for the neon it's simply a 100k ohm (brown, black, yellow) resistor in series with it. The colors are the same to match the neon's color which is orange.
But can you tell which one is brighter?
