LED illuminated lookout tower (Bolt Tower)

A.K.A. "Bolt Tower" named after the famous sprinter who visited it during an athletic meeting.
It's located in an ugly, post industrial city which is a patchwork of styles because of WW2 heavy bombing and re-building during the early socialism era. The tower makes the city even uglier.
I made the shot from a distance (wasn't there) but the railing looks lined by LED strips. There are also random LED spots on the chimney to the right (not lit at the moment). This is a part of an industrial museum (the steelworks are originally from 1828) and I can't understand why did they spoiled it this way. Yuck!
