YES! I wanted to talk about the strobing module...I forgot to talk about it...I know ONLY one setup that used to have em! It was found in Route 29 in MD at intersection of Route 29 and Rivers Edge Rd. You can see it right here 3 of them had the strobers!
Note: if you look to the left...you will find one 3M programmed traffic light.....but here's another thing...this whole pole and mast where the 3M was attached had gotten knocked down in a bad accident roughly 1 year ago from the day I type this. But they replaced the mast and traffic lights...they did put a new 3M programmed traffic light....but the mast is slightly different..only distinguishable difference is the pole is taller but mast is same height just an extra pole above the mast (by a lot actually)

The strobing features were made by DeMco and were proven not to benefit anything major. So the current laws don't recommend their use. In the map image you linked, the programmable head is needed because its most likely masked off only to be viewed from the pocket lane. The traffic moving in the lanes to the right of the pocket lane won't get confused by the signal.

I remember see strobes on the red sections of traffic lights in Maryland and Virginia.

We don't use strobes on traffic signals here, but on the highways we used them on advisory signs. (the flashing yellow lights were stobes). Now we just use standard yellow strobes on the advisory signs.
