Yep the traffic signals are malfunctioning and they are flashing red. This pic happened to be taken when the light is out.

I like the size of the Riser Pole, looks like 69 or 115 kv.

It's 66KV, most tall power lines here are such so. Some are 115KV, with more discs on the insulators.
