Lutron Dimmable
The Lutron dimmable CFL ballast is total junk, even the Philips ALTO shown lasts longer. The problem is poor solder connections where the wires push in. These are used in recessed can lights and the dimming is not used, and are at full brightness. This is done by applying 277v to the dimming connector, along with the 277v line.
