a Recently Discovered project is replacing the existing signal poles in downtown tyler along Broadway Avenue through downtown tyler which means the old poles are going away...this one carried a 400 Watt Mercury Unistyle until recently.
Here is the same pole when it had the unistyle.

i don't have an awnser for that,it didn't make sense to me either.
