Hey Darren, I found out this is a AEL (or maybe T&B) "InterState Luminaire Series 185" AEL use to make them but has since discontinued them, I found out about them on the first edition catalogue I found online!

Gallery of Lights

Side Liter

Here's what looks similar to a Holophane Vector side lighting style fixture.These were installed in the 80's along a section of the freeway where it approaches a bridge.Thanks to Niall for indentifying these as AEL InterState series 185.
