almost looks like a advance in disguise (although phllips is advance)
I have never seen a T8/IS ballast rated for F17T8 lamps only

Hmm this must be an older ballast I guess? I didn't know that F17T8-specific ballasts were made either.

I think this ballast was from the early 2000's.
