Cooper Vanguard III Powr/Bracket fixture.
This is fixture IS working! It's a true MH fixture, as shown by the NEMA tag. Last time I've seen this fixture in person (almost 2 years ago), it was still working. It's in better shape than the other Powr/Brackets in the parking lot (which are pictured in this album).

Surprized the lens didn't become the pavement. Shocked 400w MH gives quite some heat off.....

That's most likely a larger 16" refractor. A 12" would never stand the heat of a 400W MH, I agree LOL.

But not away from me there's been complaints about similar Powr/Brackets from the owner of a big apartment block. The owner decided to paint the refractors with silver paint. Ridiculous for three reasons:

a) It didn't really work from day one.
b) The silver paint made the fixture extremely inefficient with less than half of the light reaching the ground.
c) Out of 16 fixtures, 14 were refractorless within 9 months of painting them.
