Perhaps there was a school there many years ago that closed.

Wow a tiny controller compared to today!

All it needed was a tiny synchronous motor with a gearbox driving a cam and a few switches on the cam. A timer to arrange delay ( octal base ) and a few fuses plus the wiring and terminal blocks are not that big. If you opened it up it probably all still is in there, but switched off. Probably still has power to the box.
