yes this is the famous Acme Semaphore signal. This was the highlight of Hollywood streets back in the late teens up until the early 1930s. Now they're one of the most rare and expensive traffic signals in the world to own. Only a handful still remain, and a few are in museums.
I didn't ask him. But Acmes were the main signal in the LA/Hollywood area back in the 1910's through the very early 1930s...this is why alot of old hollywood movies and cartoons have them.
