Either it just switched on or it is very, very worn out...

Either that or the glass lens is very dirty.

The glass probably is dirty, but if it was very dirty you wouldn't be able to see the arc through the glass. I'm thinking it was just switched on. It's also possible the reflector has lost intensity over the years, aiding the lamp to appear dim. My M-250A's refelctor is very strong. Even with a really dimemd out 100W merc, it still throws a decent amount of light on the ceiling when i plug it in.
