Philips RQM-2S40-TPC rapid start ballast.
It's impressive how plentyful those ballasts are in Canada! 7 times out of 10 old scrapped fixtures I find have Philips ballasts!

Anyway... this specimen still works, although it has the same problem as several others I have, lamps seem to rectify, even brand new ones. Ground fault has been tested, no ground fault (~ 15V from case to ground), so I don't know what could cause this.

Id take some of these to experiment with, im looking for ballasts that rectify.

I have plenty of those, even got one more since that pic LOL. Although I need to check again if it does come from the ballast, or if it's possible to solve that problem.

Yeah it seems that these and the CGEs were pretty common in Canada.

Maybe its a bad capacitor or something?

Probably. I have the inside wiring diagram of a 2-lamp rapid start ballast, I could check the capacitor with an ohmeter.
