Philips/Color Kinetics produces variety of such types of fixtures. To cause them to shift color, it is a matter of programming the fixture to do this. Either by dip switches on the back of the fixture and/or by connecting multiple fixtures to an external controller through DMX-512 protocol and/or a computer with a software that controls the fixtures behaviors.
I think this fixture isn't designed to be household, but as an external floodlight, to colorwash objects or to discos and dance clubs.

As dor123 mentions, you'll need something to control/change colors (most likely a DMX-based controller)
