The package style was the final Westinghouse style during '82-'85. This bulb was made in '84 after the Philips takeover, the bulb isn't even a real Westinghouse. It was made at the Norelco lamp plant in Lynn, MA which Westinghouse never owned.

Westinghouse offered both the A and T shaped lamps. The A lamps were standard life, the T lamps were longer life.

but why is it named "Westinghouse" and all that...that's what I want you to explain...

The Westinghouse brand was used for a few more years after the Philips takeover. This bulb was made in '84. The package actually says it was distributed by Philips on the back.
