They have their original late 60s or early 60s Fisher Pierce photocells too, it looks like. Most likely the PC sockets are bypassed if this is a parking lot, though I have seen some cobrahead-lit parking lots with the PC sockets wired in (even though they're still group-switched). It's good though since it's redundancy in case one fails to shut the lights off, the other will.
