I've seen a case where and underground conduit was hit by a back hoe and a temporary overhead TS cable was used to keep them working until the pipe got fixed.

in alot of Larger Cities i see lots of Stuff Like this....and birmingham had ton's of Streetlight Outages.

Or bad fuse in the power box.....that happens in my area...
The state lighting traffic light system are often cycling or out in my state....but my electrical company does a great job keeping lights lit!
