hmm i don't see a splotch of black paint (it would take up like a whole side of the screw part of the base) all westies had that mark and Philips HIDs did too up until after 2000 sometime (unless they still do...)

The new one I put in service had a dark spot on the base...kinda like that I guess...but it wasn't glossy.

it's not glossy. it's just a spot of black paint. the internal structure doesn't look like a Sylvania lamp so it's not made by them. Could be GE or Philips. i think GE has a crown shaped metal ring around the lamp dimple and this doesn't so i'm pretty sure this is a Philips lamp but i don't know tbh.

Yeah I know what you mean about the thing around the dimple...but I think it's a Philips too.

Yep its a Philips. They used that base style between 1991 and 2000.
