If it is in Washington DC, then PEPCO does not touch them, because Washington DC bought them over around 1995 and now is the city's responsiblity. Although before Washington DC had bought over PEPCO's streetlights.....there were a LOT MORE mercs and a WHOLE BUNCH of incandescents.....yep like hundreds and hundreds of rows of gumballs...but when Washington DC took them over, they replaced them with GE M-400A2 FCO and GE M-250A2 FCOs. And since PEPCO liked to use smaller cobraheads for 250 watt HPS, if a smaller PEPCO installed HPS 250 watt burns out...the city replaces it with the bigger GE M-400A2 FCO 250 watt, which is much better......

So I am not sure what DC plans to do with this gumball, but the photocell looks fairly new in fact....but I see they are installing a lot of LEDs in allies...

The photocell here looks like an anti-HPS cycling photocell type, which detects a cycler and shuts it off after a few cyclers.

AWESOME! But what on Earth is that special PC doing on a incandescent gumball? Mebbe last PC in the bucket truck and they simply used that? Confused

Well it will work on it anyway, maybe its a standard PC for all Washington DC since they are mostly HPS?
