My guess would be that they are just because they look old Smile
But ofcourse I don't know for without seeing them on.

I HAVE Been at this exact location at night before, but I don't remember seeing this on as it was a while ago. My guess it is incandescent or HPS, because Xcel Energy phased out all their MV lights long ago.

Would this one even be Xcel's responsibility? I tended to think it would actually be the Botanic Gardens (or Denver?) who'd take care of it...since its on their patio/inside their fence...
I'm pretty sure Civic Center Park in Denver is still lit with MV it deff looked MV-ish (but thats city of Denver property)
