I wonder what the "T" is? Top mounted ballast? The ones in the US were just called the M-400 and the ones with the ballast on door were M-400A Powr/Door.

The ballast is mounted on the door on this one. The photocell is mounted a few inches from the slipfitter end

Hmm really interesting. Yeah sounds like a US M-400A. I wonder why they called this one the "M-400T".

Still the same fixture and same company, just a Canadian variant. Doesn't explain anything.

Could be top access bolts since the bolts to tighten the slipfitter are accessed from the top of the fixture.

That's the same thing with the US M-400. "T" could mean "Two", as in two doors, but that wouldn't make much sense since all the M-400s from the 70s are two-door. A mystery for sure. Maybe the T doesn't mean anything lol. A lot of the Cooper models don't mean anything. The "OV" means "ovate", describing the prismatic drop lens cobraheads use (date's back to Westinghouse days) but the last letter "Z", "X", "Y", etc doesn't mean anything. The first Cooper models OVC, OVS, OVM, and OVL actually did mean something though (Compact, Small, Medium, and Large).
