yes the pole is probably just as short as you think it is....a 1000 W MH (or at least the tag says so) 

at this height a 100-175 Watt Lamp would have been more than enough.

Looks like the poletop tennon where the mounting arm is attached is bending forward though lol.

Yeah a lot of parking lots are grossly overlit to attract business. When I'm in a shopping plaza at night, the parking lot can never be too bright. But from a sustainability point of view, it's quite wasteful (not to mention intrusive to nearby homes and animal habitats). And who knows, it might attract UFOs. Shocked Laughing

Yes this is a parking lot. most of the lights look like 1000 Watt MH Shoeboxes which in itself is somewhat of a rarity to me these days as alot of places are rapidly switching their MH parking lot lights for LED. but yeah the other fixtures are what look like huge post top fixtures some are wall mounted to the building other's are on Poles....finally you have some poles with Cobraheads like these....though these poles are quite short for a 1000 Watt Fixture. at this Height a 100-175 Watt fixture would be perfectly adequate....but yes like you guys said most parking lots are GROSSLY overlit.
