I still have not fired up my OV-25 that I got a couple years ago. Because the capacitor leaked oil in the last used OV-25 that I got and fired up.

You should replace the capacitor and ballast with a new fresh one or a used one that still works. I'm sure you may find one on eBay or something.

@David,
I try to leave the original gear inside my lights whenever possible. If I wanted to fire mine up I could remote ballast it.
