The flood light is most likely a rental light facing a private lot across the street. This occurs a lot around here. It's especially evident here because when the city converts to LED, the private lease lights are not converted, as they're still owned by the utility company. This might not be the case in this city though.

Same here. CPE puts floods in private areas too.
