Harrington-Seaberg Fixed 4-way
Most very early traffic signals used the railroad configuration of green on the top and red on the bottom, the exceptions being signals that had single bulbs illuminating all four sides of each section.  (In that case one street had to have red on the top and the cross street green on the top, and vice versa.)  This signal was restored to the original catalog specifications.  The down light lit a policeman assisting traffic.

it will be easier if you use a screw in self ballasting 25 watt CMH reflector! instead of having to mount a ballast inside it!

I think a lot of the old 4 ways had the option for a light and I've seen some flasher beacons with a light underneath too.
