All ballasts are mounted in the top housings.

Umm Darren either you are really tired or you need glasses...but the OV-12 is has the ballast on the bottom housing Wink

Let me mention the L-150 again, is a Westinghouse design...and the OVS, OVX and OVZ actually has a very similar shape of the top housing!!!
