Typical double guy arm setup for Philadelphia side streets.  I'm betting that since Philly was heavy with Westinghouse luminaires during the MV era, an OV 15 was on this arm.

seen any of those with purposely bent arms? they do that on purpose, the electric company called PECO has done those for intersections to keep distribution correctly on the roads! We have same arms in Delmarva area in MD, that was formerly PECO. Delmarva had bought over the PECO in MD only from Delaware, so you would find those exact arms including the bent ones in MD area. The newer installations are the shakespeare tapered arms. Now Delmarva, originally owned by PEPCO holdings are now owned by Exelon who owned BGE, they bought over Delmarva, PEPCO and Atlantic Electric as well as ComEd!

Saw some on the North section of Philly along Front Street and by the Ell Train.
