Frederick, MD has some new roads and overpasses going over I-70. This traffic light setup is very new, note half of the doghouse style traffic light is covered. That is because for now that part is not in use and it is to prevent from confusing drivers. Also the road going left is closed and not done yet.

MUTCD requires any Signal out of service in any way to be Covered. Razz

why are the Arrows the only thing Covered?...what excactly is wrong with them?

Here the signals are always either turned away from traffic or covered if they can't be turned.

Toronto also only covers the arrow section.

Federal MUTCD spec requires all non-operational signal heads to be covered, turned, flipped upwards or removed altogether. Depends on the individual jurisdictions and state MUTCD specs to select which way they want to display un-operational heads.
