Looks like the pole has provisions for another mast arm. Looks like the M-400A is mounted on a GE pole too. GE calls these tapered elliptical look-alike arms "single member" arms, not to be confused with traditional smooth radius upsweep arms.

All the light poles here have the option for two arms. The only ones that don't are the lights in the 1970s neighborhoods that are single arm only.
