POSSIBLY pre WW2 fixture (thus originally 120V) illuminating a path along the fence that hasn't been unmounted when HID lighting was installed. There's probably a higher wattage lamp inside, sorry can't provide better details at the moment.
Hard to say - it looks like forgotten. The steelworks factory is originally from 19th century and the wooden pole was fixed after being broken sometime in the past. Can't check that. Security agency guys wouldn't understand.
I believe the fixture could be renovated using a steel brush or applying Coca-Cola bath for a few weeks. And painted after that...
